Project Description: Construction consisted of new head works, modifications to the existing aeration basins, two new final clarifiers, modifications to existing return sludge pump station, one new automatic backwash filter, modifications to the existing automatic backwash filters, one new ultraviolet disinfection system, one new effluent flume, one new sludge holding tank, one new standby generator and modifications to the existing treatment plant.
Scope of services provided: Met with City personnel to discuss scope of project; prepared Preliminary Engineering Report consisting of recommendations, cost estimates, implementation schedule and possible funding source. We prepared a Watershed Monitoring Plan and subsequent Watershed Assessment Report. We prepared the anti-degradation report, the Design Development Report and Environmental Information Document; prepared information for and attended public hearings; prepared the NPDES Permit application; prepared plans, bid documents and construction specifications; obtained EPD approval of plans and specifications; received construction bids; prepared bid tabulation and letter of recommendation of contract award; prepared contract documents between owner and contractor; conducted preconstruction conference; issued notice to proceed. We checked shop drawings, provided on-site resident inspection, reviewed and approved contractors request for payment. We prepared the Operation and Maintenance Manual and obtained approval from EPD. We provided Record Drawings after construction was complete.

The WPCP has been experiencing increased flows and the City has approved plans for additional residential and commercial developments. When these developments are completed, the WPCP will be at capacity. We have requested a wasteload allocation from Georgia Department of Natural Resources/Environmental Protection Division for a stream discharge increase of 3.0 mgd and 4.0 mgd. An anti-degradation analysis was prepared based on a stream discharge of 3.0 mgd. The DDR and design of the plans and specifications for expansion of the WPCP to 3.0 mgd have been completed.
